Cultural fusion spells magic

Correspondent

GUWAHATI, Jan 19: In all 450 cultural ambassadors of eight NE states and West Bengal in their best traditional attires presented a unity dance to the tune of a melodious number spelling magic among the participating foreign delegates that marked the beginning of the three-day International Trade Mart- 2013 at Sarusajai stadium here today. The programme continued whole day with noted NE artistes presenting scintillating numbers, including Arunachal’s state singer Taba Yall.

“The ITM is the first step in re-establishing close link between the NE India and the rich South East Asian nations and also reopening the historic Stillwell road of World War-II.

“This is in tune with the ‘Look East Policy’ of the government of India as spelt out by Prime Minister Dr Manmohan Singh during his last visit to Myanmar,” Union Minister of State for Tourism Dr K Chirnajeevi told a press conference in response to a specific question from this editor. He said that he is leaving for Lao on January 20 next to attend the ASEAN Tourist Summit and sign a memorandum of understating with the ASEAN countries to promote India’s nature and adventure tourism as well as niche tourism products, particularly the unexplored and lesser known destinations of NE India.

The NE states being complementary to each other are bracketed together and the MoT through its special dispensation is promoting the tourism sector of this isolated region, Dr Chiranjeevi said in his inaugural address to the tourism carnival earlier.  “India aims at increasing its share of global tourists flow from present 0.6 percent to one percent”, the MoS said, adding a sum of Rs 560 crore has been allotted during 11th Five Year Plan by MoT for developing quality tourism infrastructures in NE region; NE states are provided with free space at WTM, London and ITB, Berlin; familiarisation tours of NE people are conducted to North and Eastern India.

Moreover, centrally-funded Institute of Hotel Management & Catering Technology is being set up in Arunachal, Assam, Mizoram, Nagaland, Sikkim and Tripura to promote hospitality industry. All these steps aimed at accelerating growth of NE’s tourism sector, he said, adding NE is being promoted as one of the most leading 365-day tourism destination of India. The ITM, if succeeds, would be a regular feature, Dr Chiranjeevi added.  Assam Governor Janaki Ballav Pattanaik, in his opening remark, described the NE India’s historic cultural and trade relations with the SEA nations. The diverse attractions of nine participating states would attract huge domestic and foreign tourists.

The governor called for evolving a central policy in close consultation with the nine states having close proximity in all respects which would play an important role in achieving the goal.

While explaining the uniqueness of each nine states, union tourism secretary Parvez Dewan hoped that the ATM might increase the foreign tourists to the region by 20%. India received 66 lakh foreign tourists, including NE’s share of 59,000 during 2011, he disclosed.

Tourism Ministers Chandan Brahma (Assam), Bhim Dungel (Sikkim), S Haito (Mizoram), Tourism Parliamentary Secretaries P D Sona (Arunachal) and M Prithviraj, foreign delegates including ministers, high officials, tour operators and media persons, were among a huge gathering, present on the occasion.

As the inaugural session ended, the foreign delegates, tour operators and journalists thronged the stalls. Arunachal stall was the cynosure of all eyes receiving maximum visitors and queries. The visitors included UK tour operator Joe Mearns and travel writer Laura Stone, South Korean tour operators Kang Hye Won and Chang Ki Lee, German tour operator Florian Reinold and the Cambodian team.

The Bodo cultural team went on entertaining the visitors throughout the day.

AAPSU condemns Aalo incident, demands action

ITANAGAR, Jan 19: All Arunachal Pradesh Students’ Union (AAPSU) has vehemently condemned the recent Aalo violence in which precious life of a student leader Goto Yudik, AGS (Protocol) Galo Students’ Union has been lost.

The broad daylight murder in one of the most civilized societies and districts reflects administration’s lackadaisical attitude towards its duty, it said.

“How did administration allow the killers roam freely with weapon inside the venue of such mega event of Galo Day celebration where the Chief Minister of the state, Member of Parliament (West), Legislators and other hosts of dignitaries were invited?  AAPSU questioned.  “Why did the administration not take preventive measures? Is it not the height of irresponsible attitude of the district administration? Wasn’t there any intelligence report of the chances of eventuality? Such crime reflects the weakness of the Home department and the person heading Home department should come clean on the matter or else resign from the post on moral ground, AAPSU demanded.

“We’ve lost a life of a students’ leader which is beyond reparable. The state has been witnessing series of violence, rape, murder, assault and other law and order problem since few months back”.

The West Siang Deputy Commissioner should be booked and suspended and action should also be initiated against West Siang Superintendent of Police for their inaptness in tackling law and order problem which could have been averted had they taken preventive measure, the release claimed.

The apex student body of the state demanded action against all the culprits involved in the heinous murder as well as all the erring officials.

While strictly adhering to the principle ‘justice delayed is justice denied’ AAPSU urged the authority to deliver justice to late Yudik as early as possible failing which AAPSU would be compelled to resort to democratic agitation to get justice.

Culprits must be given exemplary punishment so that such crime does not recur for peaceful existence of the indigenous people of our state, the release said.

While urging the state Government to extend ex-gratia and compensation to the family members of the victim at the earliest, AAPSU appealed everyone to maintain peace at this hour as violence leads to disintegration of society which is huge loss for all of us.

AAPSU prayed to almighty for eternal peace of the departed soul and also to give enough strength to the bereaved family.

The sacrifice made by Lt. Yudik will always be remembered and AAPSU salute him for the services he rendered to the society, the release added.

Is the fine system acceptable in modern society?

Taba Ajum

ITANAGAR, Jan 19:  New Year is a time when accident rates go up in Arunachal Pradesh leading to the loss of many valuable lives. While some accidents happen because of rash driving, the others happen due to either bad road condition or bad luck.  It is observed that accident rate has increased manifold in capital complex in the last few years. Interestingly whenever any major or minor accident takes place the citizen’s panic against possible hefty fine instead of fearing law and law enforcing authority.

Few days ago in the midst of my busy schedule, I received a phone call from a relative of mine. He said over telephone, “My bike has hit one child near Chimpu and I have brought him to RK Mission hospital. Come fast now.” He hanged up phone after that.

Worried, I called him back and asked how the condition of the boy is? “It’s a minor injury but can’t take risk, so please you come fast,” he told. Along with a friend, I immediately rushed to RK Mission hospital and found the child in very good shape. The 4-year-old child had received minor injury and some X-Rays were done as part of the health check up process.

While we were doing our best for child’s good health, one of the relatives of child started to seek our contact numbers and said if anything happens we have to bear consequences.

The doctor who treated the child told them “there is nothing to be serious and it is just a minor bruise.” Despite doctor’s revelation about child’s good health the relatives of child were talking aggressively and trying to inflame the situation. Sensing the mood and prevailing situation I privately spoke to the mother of the child and paid her some money and that’s how the case was solved. My conscience did not allow me to pay but I did it to avoid further trouble.

There are many such instances where people had to pay fine to the tune of Rs 25 lacs for the unfortunate death caused due to the accident. Death is something inevitable and it surely hurts when we lose someone in accidental death.

But how fair it is to take fine that too huge money as replacement for someone’s death? Nobody wants to kill anyone and one has to understand that no one deliberately causes accident. It happens due to bad luck and if it is destined, it’s hard to escape from it. Also I don’t understand how the conscience of a person allows him or her to take fine for the death of his or her family member. It is like you are selling the soul of someone.

Few years ago, a younger brother of an engineer who was a family friend of ours met with an accident in Itanagar. His Pulsar bike collided with that of another person who was riding an old model Yamaha bike. Both the biker received minor injuries and partial damages to their respective bikes. Surprisingly everyone including police, Yamaha bike rider started demanding seven lac rupees as fine for the accident. His explanation was that he was going to meet an officer to get a work order and as he could not meet the officer because of accident he lost the chance to get work. He valued his work order as seven lacs and therefore demanded the same from the boy with whom the accident took place. Despite hectic negotiation by all parties, the person did not relent and threatened to kill the boy if family member fail to pay the money.  Finally, family paid Rs 5 lacs fearing for life of the boy.

A section of people in Arunachal Pradesh in general and the capital complex in particular has made fine system as a source of living which is really sad. Traffic police along with various community based student unions should carry out awareness campaign against fine system. Already fine system has given bad name to the state and there is urgent need to tackle this menace.

Orgs, nursing graduates stage protest rally

ITANAGAR, Jan 19: Arunachal Pradesh Youth Association (APYA) and the Arunachal Righteous Forum (ARF) along with nursing graduates of Auxiliary Nurse Midwifery (ANM) from various private institutions staged a ‘protest rally’ in front Office of the Directorate of Health Services, Naharlagun yesterday.

The examination for recruitment of 32 posts of ANM was held yesterday where the candidates from private nursing institutions were rejected from appearing the examination on the ground of non affiliated institutes by the India Nursing Council (INC).

The deprived candidates claimed that INC was regularized in 2012 whereas there are candidates who have passed out in the year 2007-08.

“Give us a chance to appear the examination or postpone the examination so that we can appeal our respective institutes to provide us with the certificates” said one of the protesters.

There are still many institutes providing nursing courses which are not affiliated from INC. Due to their ignorance there will be more nursing students whose certificates will be invalid in the future, another protester said.

Stray animals cause concern  at Dapo town

Karda Natam

DAPORIJO, Jan 19: Though Daporijo town is now wearing a much better look after the district administration conducted a series of cleanliness drive involving the masses and making them aware on the need of cleanliness, stray animals have now become a big problem towards administration’s endeavor to make the town clean and green.

Free movement of stray animals, including pigs and dogs in the main market areas, sectors and colonies has created lots of disturbances to the commuters and others. Stray pigs are found everywhere creating lots of problems by leaving excreta here and there making the market areas, including private residence, office, schools and other public places dirty.

Free movement of stray animals is not only making the township dirty but also causing many accidents. Many accidents and dispute among the public have already been witnessed here since last many years. These stray animals are also found killed in roadside during night hours by some miscreants. Recently, in a bizarre incident, many such stray animals, including cows and pigs, were found semi-dead with cut injuries. Such incidents are often witnessed in the area.

The area of roaming of these stray animals is not only confined to the roads. These animals also enter into the houses and kitchen and create havoc.

Witnessing the growing stray animal menace, public are now very much concerned over this matter and urged the authority to bring an end to this problem by initiating appropriate step. Many sane citizens suggested the owners of such stray animals to keep their livestock in confinement and also develop civic sense.

Many people in the market never use the garbage put in the roadside and throw the waste materials in the place.

Public are hoping that Daporijo will look better in the next coming  days town under the initiative of DUDA Daporijo as the department has already taken several measures for beatification of the township with help of district administration, various NGOs and general public.

Since there are still miles to go to achieve the target, DUDA is now conducting a series of eviction drive against illegal shops in the road side of the market complex. Many shops constructed in the roadside illegally were evicted and quintals of vegetable were seized for violating the DUDA rules despite several notices were served to them. Those road side and footpath vendors and other illegal shops had been creating lots of problems to pedestrians and commuters.

It is pertaining to mention here that the shed for the new Daily Bazaar has already been constructed and it is ready to use. But most of the vegetable vendors and other food item sellers are still not ready to shift to the new market place despite notifications which compel the authority to carry out the eviction drive.

Global economic growth and developing countries

Four years after the onset of the global financial crisis, the world economy remains fragile and growth in high-income countries is weak. Developing countries need to focus on raising the growth potential of their economies, while strengthening buffers to deal with risks from the Euro Area and fiscal policy in the United States, says the World Bank in the newly-released Global Economic Prospects (GEP) report.

Last year developing countries recorded among their slowest economic growth rates of the past decade, partly because of the heightened Euro Area uncertainty in May and June of 2012. Since then, financial market conditions have improved dramatically. International capital flows to developing countries, which fell 30 percent in the second quarter of 2012, have recovered and bond spreads have declined to below their long-term average levels of around 282 basis points.

Developing-country stock markets are up 12.6 per cent since June, while equity markets in high-income countries are up by 10.7 per cent. However, the real-side of the economy has responded modestly. Output in developing countries has accelerated, but is being held back by weak investment and industrial activity in advanced economies.

Downside risks to the global economy include: a stalling of progress on the Euro Area crisis, debt and fiscal issues in the United States, the possibility of a sharp slowing of investment in China, and a disruption in global oil supplies. However, the likelihood of these risks and their potential impacts has diminished, and the possibility of a stronger-than-anticipated recovery in high-income countries has increased.

Although fiscal sustainability in most developing countries is not an issue, government deficits and debt are much higher today than in 2007.

"To assure resilience to downside risks, developing countries need to gradually rebuild depleted fiscal and monetary buffers, and improve social safety nets and food security," said the report.

Blame game

Dear Editor,

We express our hearty gratitude to Chief Minister Nabam Tuki and Member of Parliament Takam Sanjoy for visiting Aalo on the occasion of Galo Day Cum Galo Bane Keba. Also on behalf of 30th Aalo West Assembly Constituency block, I would like to give the statement as follows in response to the press statement of GSU in a section of daily. The sad incident of Aalo on 10-01-2013 was the sole creation of Galo Students two factions namely Galo Student Union (GSU) and All Galo Student Union (AGSU). Their conflict started much before their conference cum election at Telam. The election for student union concluded with many controversies which resulted into constitution of Fact Finding Team consisting of ten members. Following the submission of enquiry report, the Galo Welfare Society failed to find lasting solution for two factions. This problem unexpectedly cropped up during the Galo Day cum Galo Bane Keba. The GSU has no moral right to demand for the resignation of the parliamentary Secretary, Home as they themselves are the trouble creator instead of trouble shooter. They are to blame themselves for creating social disharmony amongst the Galo Society and they should desist from such kind of press release.

Yours,

Karge Ette

President BCCI

30th Aalo West Assembly Constituency

Poor students sufferer

Dear Editor,

Through the columns of your esteemed daily, I would like to draw the attention of state government towards the on-going pen down/tool down strike launched by the ASSATA /ATA for last many days. It is disheartening to know that the State Government is remaining silent spectator in the going teacher’s strike which is going to affect the academic career of poor students who are studying in Government run schools. Why state government is paying less attention towards human resource development? I would like to mention few points for the advantage to regularization of SSA Teachers.

i) The teacher crises in the state will be minimized. ii)  Poor student will not face hardship due to shortage of teachers in the schools. iii)  Unemployment problem in the state will be minimized.

The state government under the leadership of Chief Minister  Nabam Tuki, Education Minister Bosiram Siram should solve the genuine demands of teachers.

The likeminded organization and elderly citizen of the state should raise the voice. Especially AAPSU, ANSU and other organizations of State and District Student Unions who are welfare body of student community should take up the matter.

Yours’

Taw Raja

D-Sector, Naharlagun
